The UC libraries work together under CDL on strategic plans and actions in support of the vision of coordinated knowledge management, and collaborate on:
- Collection management and coordination
- Shared services and infrastructure
- Shared facilities
- Scholarly communication
- Persistent access to digital information
Systemwide planning has resulted in:
- Expedited intercampus lending: Melvyl Request.
- A shared online library catalog: Next Generation Melvyl.
- Shared facilities:
- Two regional storage facilities: NRLF, SRLF.
- A digital preservation repository:
- Shared digital collections via the CDL:
- Licensed commercial content: consortial acquisitions.
- Digital versions of UC-owned content.
Through the UC's eScholarship program, the UC libraries provide leadership that facilitates innovation in scholarly communication. Through collaborative efforts, the UC libraries have developed numerous methods and applications that have gone on to become industry standards, including Z39.50, UC-eLinks, Encoded Archival Descriptions (EAD), the Data Documentation Initiative (DDI), and the Metadata Encoding and Transmission Scheme (METS).
SOPAG determines the goals of the UC collaborative digital projects and seeks approvals from the University Librarians. Groups that make recommendations to SOPAG include CDC, HOPS, HOTS, LTAG, RSC and SCO. SOPAG also charges task groups for specific projects. UCSC contributes to as well as receives support from CDL.

Includes academic strategic planning and analysis mission statement. The unit addresses:
"Long-range enrollment planning, with the goals of analyzing underlying student demand, workforce needs, and other pressures that influence projected enrollments, identifying academic and budgetary issues related to the University’s ability to accommodate students over the long-term, and building support to help ensure that the University achieves the desired future.
Improving undergraduate and graduate education, with the goal of identifying policy, best practice, budgetary, or other interventions that can strengthen the campuses’ abilities to provide positive, meaningful learning experiences for both undergraduate and graduate students.
Analyzing academic and institutional quality and accountability issues, with the goal of providing internal and external constituencies with information to make informed judgments about the University’s academic performance.
Analyzing budgetary issues from an academic perspective, with the goal of maintaining focus on long-term agendas in the context of annual budgets."
